The Importance of Colours

When I design a website, one of the first things I think about is colour. Do I want a dark layout or a light one? Do I want the background to be quite dominant or rather neutral? Most importantly, what mood do I want to achieve? It will be the choice of colours that will largely help me create and define the shape and layout of my design.
